4.2.2 THE PROJECT GROUP

In order to carry through the process of examining the feasibility of establishing an open local public access network, there has to be a project group formed that is specifically charged with that responsibility.  The scope of activities is usually quite diverse ranging from undertaking research, preparing reports and studies, conducting focus group meetings, liaison with industry and community leaders, and related tasks. 

Given the technical and financial complexity of these projects, it is often necessary and highly desirable to form this project group with an experienced and independent external  “partner” that can provide independent and unbiased input to the project and already has established relationships with the many external parties and professional advisors that will be required to bring the project to fruition. The importance of ‘externalising’ this project group from ongoing internal public administration is vital if the project is not simply to be regarded as a public sector, rather than city/community-wide, initiative, which can overcome most if not all of the potential hazards surrounding issues of state subsidy and competition law.
 
It is worth considering the historical precedent set by the local development of the railways and even telephone companies – most, if not all of which involved the formation of dedicated corporate vehicles and expert management.
