4.2 PROCESS OF DEVELOPING LOCAL ACCESS NETWORKS

The decision to examine the feasibility of establishing a local access network is driven primarily by the desire to achieve key local economic and social objectives.  In order to realise these objectives, there is an iterative decision making process that is required.  Successful implementation of any local access network, generally involves the following:
 

  • The drive and vision of a local POLITICAL project champion or sponsor
  • The establishment of a project group to guide its development
  • The development of a robust business case
  • Community consensus
  • Financial considerations
  • Public/private partnership arrangements
  • Business models
  • Legal considerations
  • Legislative considerations
